This talk will discuss the unusual dynamical features that occur with electrostatics in liquids. After a general overview of the types of phenomena that can occur,
I will discuss two problems in this arena that have been of recent interest to us : like charge attraction and electrospinning. First , experiments have shown indications that two like charges can attract in certain circumstances.
We will present a theoretical explanation based on nonequilibrium hydrodynamic effect. Second, I will discuss electrospinning, a materials process that thins millimeter diameter fluid jets to a fiber tens of nanometers thick under a strong external electric field.
